here is an evolving set of guidelines developing in basketball regarding calling the player control foul or block foul when a dribbler/shooter is attempting to drive to the basket. This play is particularly differentiated from all other player control fouls called anywhere else on the floor.

College vs. high school differences

For many years there has been a tendency for basketball officials not to call a player control foul on a shooter when the defensive player lines up directly (or almost) underneath the basket. This is true even if both A1 and B1 wind up on the floor. To some degree, that has been seen in some high-school games, especially in large school competition where basketball skills are exceptional.
