n Part I, I laid out the premise for what is a needed rule change/addition that would help officials work a better game. Officials are used to calling a player control (PC) foul "Offense!" and "Charge!" but they too often (anybody care to guess as high as 40% of the time?) get the call wrong. One rule addition, plus some other minor tweaking of the rule book, could go a long way toward making all of us see and call a better game.
Leading up to the contact that occurs in a block/charge situation there may be a lot of incidental contact. We tend to ignore most of the contact until something — shall we say significant — happens. That "significant happening" seems to be A1's loss of the ball, A1 tripping, B1 (while being legal) going to the floor, etc. That's not all bad.
A strong case can be made for having a slow whistle and truly penalizing when necessary. But the call generally goes against B1, and that is what needs to change when B1 is legal! All of us should learn it that way, and that much I agree with.
One contributing aspect of learning about officiating is the conditioning we get about not necessarily what but rather how much contact should be allowed. How much contact is allowed by officials in many other aspects of the game sometimes gets to be a lot, and often too much. Officials' conditioning for that starts with learning about incidental contact and one unfortunate word.
